Not familiar with that router, but when you configure Network/Internet if it let's you select L2TP then the answer is yes.

@tangotony You need to download the instruction, you can configure Netmap VPN via L2TP protocol on TP-LINK TL-WR942N router (Firmware version: 1.0.0 Build 20160517) (I used VPN to log in to this website). It is worth noting that Netmap VPN via L2TP protocol will work fine on other routers of the TP-LINK line, the most important thing is that the router supports this connection protocol. TL-WR942N - supports
