Do I need the IPTV enabled if I only use YouTube, Netflix & Plex? 

I just know that my ISP has a tv package for basic tv channels which is a service i do not have, and only use streaming services. 

 

If yes, should i use V2 or V3?

I do not believe that you have a reason to enable the feature. I can't imagine any problems as they use different mechanisms for video delivery.

IPTV is quite literally the digital version of old fashioned antennas. Your ISP will have specific broadcasts/streams available on a specific IP address, rather than a specific radiowave. IPTV usually runs off a set of servers provided by your local ISP, while internet streams will access the server of that particular service, such as Netflix,
