Right now I'm only getting a blue light flashing and the app won't discover it
At the point where you cannot automatically detect the Deco, you may go to your phone settings to connect to the setup network being broadcast by the Deco manually.
After you do the initial setup, you can follow this guide to change the operation mode of your Deco to AP Mode: https://www.tp-link.com/us/support/faq/1842/
