I am looking to use express vpn on my router... I only have the vpn server tab and not a client tab... Is there something I need to enable or is it not supported anymore?

Which HW version is your AX1800 - this can be seen on its bottom sticker - details.
Make sure that you're with the latest FW release for your router, considering its HW version.

AX21 is listed as a router which supports VPN client feature - here.
It seems though in HW v4.6 this feature has been removed.
Only HW v3 and v3.6 are supported according to their user guides.
