For last couple of days my router has been continually "unicasting a releasing" of an ip.  About every couple minutes (or less) the internet connection drops and have the same set of 6 lines in the log.  A copy of some of the log is below.  For what it is worth, I don't recognize the ip address 69.247.172.118 as being part of my networking setup.  As the log would indicate, after a few seconds of the wifi router resetting, connection is active again, until the whole cycle starts over.

At first I thought it was ISP so reset the cable modem, and that fixed the issue for about a day.  Next morning same error is occurring and cable modem reset did nothing to help.  Logs from the cable modem show multiple resets from first day of problems, but only the one on second day, and automated checks from the ISP on second day say everything from ISP side is working properly.  I'm not savvy with networking, so I'm hoping someone can interpret the logs.  My initial questions is whether this is an issue with the TP-Link wifi router, or is a problem with the cable modem/ISP.  Is confusing to me since cable modem reset fixed issue first day but now has no effect.  Any help would be appreciated.
