I've read statements from TP-Link saying that the TL-WPA8631P KIT can be expanded with additional powerline wifi extenders. But there doesn't seem to be anyway of buying a single TL-WPA8631P, I can only find the 2-piece kit.

 

Does TP-Link sell the only the powerline-wifi extender by itself? If so, what is the part number or where can it be purchased?

In the US the majority of PLC adapters are only sold in kits.  While the unit that connects to your router is not wireless, it can also be a satellite unit.  This means even if you have to buy a kit you can make use of both units as satellites.
