I use a TP Link VPN router to TP powerline range extender with wifi. Can I extend range with a RE315 mesh wifi extender and if so how best to do?

Here's a guide on how to connect RE315 to your wireless PLC SSID.

You can connect to the wireless PLC via etehrnet cable as well, but in this case RE315 should be configured in AP mode.
