I would like to setup an IPSEC tunnel between our family's houses. do I need to look at different hardware or can it be done with my existing hardware? My house would be the base as I have a static public IP. or are these devices only to allow a remote user access? Thanks in advance.

You can try the following:

Configure AX3000 in you house where you have a static iP as a VPN (IPSec) Server.

In the other property configure AX3000 VPN (IPSec) Client to be able to connect to the VPN Server in your primary house.

Check how it goes and if this doesn't suite your needs, you could use a business grade routers to achieve that - details.
