My desktop is connected to an Archer C7 router via Ethernet.

My cellphone and Smart TV are connected to that router's wireless 2.4 GHz network.

Is there a way to transfer files from the desktop to the devices on the wireless network and vice versa?

The router wired network is bridged to its wireless network, i.e. using a file sharing protocol like SMB on your connected devices, you can transfer files between them whichever network (wired or wireless) they are connected. Usually this is applicable between two computers. In your case, you can stream content from a cell phone or a computer (desktop or laptop) on your TV.
