I have a static IP address. Just need help setting it up and how then to access the router from an outside location.

May I know the hardware and firmware versions of your Archer C9?
You can find the remote management feature via Advanced -> Security -> Remote Management, or via Advanced -> System Tools -> Administration -> Remote Management

Can you show us screenshot from Status tab? Of course firstly you must setup it ->Advanced -> Security -> Remote Management
