I only need 2 Deco stations to cover my house. I am wondering if I can use the third one in my vacation house or are they locked to only create one network?

No. You can create two network separately.

Launch the Deco app, then tap the " 三" icon at the upper left corner of the dashboard, tap Create New Network and then add your third unit.
After setup, you will have two separated Deco networks on your app and you can switch between them to manage the two networks.
