tpPLC Utility Does not Start

tpPLC Utility Does not Start

After installing tpPLC and WinPCap to configure my recently purchased TL-PA7020P powerline adapters, when running the utility it would not start. No message no nothing.
Support was useless, basically ending with "can you try another computer?"
Turns out a google search pointed me in the right direction - this utility requires flash. Really???
No where does the download page, manual, or support list this as a requirement. It would have been nice if running the utility would have popped a message instead of nothing.
