Hardware Version: V2
Firmware Version: Firmware Version:3.0.0 0.9.1 v005f.0 Build 170926 Rel.63400n

I have the c3150, in homecare i've set up a cell phone with filtering based on its mac address.  I have adult set to be blocked, however a brief test in chrome on the device and its not blocked nor even reported on.

 

Any ideas what else to check?

By block I believe you are referring to the HomeCare parental controls.  Those filters only work for the devices with in that profile. If a device is not listed in the profile there will not be any blocked content to that client device.

Yeah the device was in the homecare profile, so the website should have been blocked, but it wasnt.

In an instance like this most likely the site in question is not in TrendMicro's database or is not categorized as an adult site.  Have you tried adding an additional filter with a specific keyword or url?
