Hardware Version: V1
Firmware Version: 1.1.0 Build 20190616 Rel.

I've tried to move this range extender to several locations in my house to improve the WiFi signal in the room farthest away from my router. Currently the range extender is about 15 feet away from the router and is on providing a signal strength of 96Mbps when the router itself is putting out 238 Mbps in the exact location. Can someone tell me how to make the signal strength better? TIA

The extender works in half duplex where the router is full duplex so the speeds will be very different. If you want the extender to run speeds closer to what the router does then you need to run a Ethernet cable from the router to the extender and set up the extender as a Access Point: https://www.tp-link.com/us/support/faq/1401/

so I can never expect to have even half of the speeds that my WiFi router provides. If I set up the range extender as an access point can it be used wirelessly or does it need to be connected with an Ethernet cable.

As an access point the RE220 will have an Ethernet cable connected to its Ethernet port, then ran to the router. In that configuration you should see speeds higher than 96 Mbps.
