In order to better help you, we need a bit more info. Which four lights and what color are they. Are you connected to a regular modem with a good Ethernet cable? Be sure to power off the modem and router and remove the power plug from the modem for several minutes , then plug in the modem and power it up, wait for it to stabilize, then power up the router. In your router's Network WAN settings, do you have an IP address of all zeros. If so, that is a common thing that is encountered when setting up a new router or after a reset to factory specs and if so, see the post in the first five of this forum on the subject.
