I have a AC1750 model C7 TP-link router, hardware version V2, firmware 3.14.3 Build 151014 Rel.49676n

PROBLEM -  I have a "mystery user" showing up on my DHCP clients list, and even if I reboot the router, this new mystery client keeps showing up.

How do I restrict access to this client ?

@HikerLT

Sometimes device names do not transfer in the handshake.  So this might not be a mystery device.  Instead use a MAC lookup site and check the MAC address.  See if its a legit device.  If not change your network password and add the mac of the device to a black list under the MAC flitering tools.
