USB power loss on startup

USB power loss on startup
I installed a TG-3468 adapter and when I start my PC and reach the Windows 10 login the status light on the adapter turns off, in addition to all off my USB peripherals cease to work (mouse, keyboard).
I've tried every combination of the eight USB slots and I cannot login to complete the installation.
