Subject line is the question.  Can one use the USB port on satellite router instead of main router for a thumb or external hard drive?

You should be able to do that. Here's how, but it seems only available for Archer AX55 at this moment (according to the FAQ).

USB Sharing should be enabled by default, you could try plugging your USB hard drive into the satellite router and then check if you are able to access the USB via satellite router IP address.
