Does bandwidth control guarantee that a device gets the specified bandwidth?

Bandwidth control isn't working for me on my TP-LINK TL-WDR3500. I set it to guarantee 300Kbps ingress to my VSX-1121 A/V receiver so that I can listen to Internet radio. However, when I copy a large set of files across the network, Internet radio stops working. It appears that bandwidth control isn't limiting the file copy bandwidth to ensure that the A/V receiver gets the needed network bandwidth. Is there any way to fix this? Some file copy operations take many hours at 150 Kbps wireless speeds. Thanks.
