In the app on my phone I made the network invisible, and the phone promptly disconnected, to my surprise. So now I have no control to make it visible again. Can I run a Deco app from the computer?

What about the LED light status on Deco? Will the Deco Wi-Fi work normally for other clients?
On your phone, just launch the Deco app and tap Try Again to see if there is any different.
In addition, a screenshot related to the issue phenomenon would be better to help locate the issue.
