@KIdneykids Update: Well got the full speed now on the desktop in question. What I did was change the patch cable for a new one (same brand and length) and moved the port on the switch from 6 to 19....

@Snorkel Update, not the router. I did a speed test from my Nvidia Shield and it got the full up and down speeds. Something must be messed up in the keystone punch down at the switch or the wall...

Yep, I did all that and the uplink cable from the router to my switch is cat6. I guess the one last thing to try is to patch my desktop directly to one of the ethernet ports and see if I get more...
