I would like to know if it's possible to program the switches to always be on as far as the power going through them. Then be able to assign then to a smart light bulb or smart fan? This way the switch itself doest stop the power just activates what i want it too?

There are smart actions that you have available to you here: https://www.tp-link.com/us/support/faq/2567/

 

You can create schedules to have it set to on in case it was switched off by accident.
