Has anyone resolved the satellite switch not functioning when brightness full?

when dimmer down one step functions fully from either switch, but when full brightness no function from satellite, will turn light on if off, but will it not dim or turn off. Have to go back to main switch and dim down one step then satellite fully functions again, until you dim up to full brightness then will not function again.
have seen many posts regarding similar issues but have not seen a resolution.

I had a similar issue. My problem was that there was too much wattage on the circuit.

 

KS230 is rated for 300W max for incadecent bulbs.

 

I replaced my bulbs with 4W LEDs and it started to work correctly.

 

My assumption is that the reason that it works correctly at lower brightness is due to the circuit wattage being reduced.
