No LED

I've successfully installed several HS200 switches, but this is the first 3-way I've attempted.
In two different 3-way circuits, known to be working, I've tried installing the KS230 KIT ver2.8. I cannot get the LED to light up on either the main or satellite unit. Testing with a non-contact voltage tester shows power to the units (line at the main and travellers at the satellite). Neither unit will operate the circuit.
I've looked at the installation video several times and can't see my problem.
The on the second try, the main box had an operational HS200 next to it on a different circuit so I'm assuming a viable neutral is present.
Is there a way for me to test the switches in case there is a defect? I really want to get this working and not get into returns!
