Is there anyway to access the setting via windows. Traditionally we access a router by using the gateway's IP address in a web browser. Is that possible? Everything I am reading indicates that the only way to configure anything is with the phone app. I have the deco be23.  Maybe I'm missing something it seems really important to be able to access the router with any computer attached to the network. What do I do if something happens to my phone and I need to access the router?
