I have encountered an issue during installation of KS230 V2 Kit.

According to the manuals, the line side should have a neutral wire, but my setup has the neutral on the load side instead, with no neutral on the line side.

Is it still possible to install the 3-Way dimmer switch?

I'm afraid the answer is no. The neutral wire must be in the same box as the line wire, connect to the main dimmer.
