Did the Tapo S515 shut down as well when you turn off the light with the dumb switch? If that's the case, you may want to check whether the neutral line is connected to the dumb switch as well.
Double-check the wiring of the traveler lines. You can try to use a dumb 3-way switch to replace the S515, check whether the same thing still occurs.

@sonrot Yes, that's how the three-way switch works. In a three-way setup, either switch can control the load device regardless of the on/off state of the other switch.
