If  there are multiple Leds in the light fixture and flash, please check case 2 in the instruction here

What should I do if the HS220 cannot dim the light properly?

You could reduce the number of bulbs and see if  bulb still flicker. It is also suggest checking the dimming type with bulb support as HS220 supports TRIAC based dimming type.

Please try to turn Leds ON/ OFF manually using HS220, if that works fine the wiring should be good.

Many thanks for the advice. THe bulbs in the chandelair were standard incandescent and they just repeatedly blink and wall switch does nothing other than the dimming feature may work since I see the lights on the switch change number of lights showing. Dimmable bulbs I bought do the same. They were GE "relax LED HD Light 40w replacement 4w LED". I have also been unable to connect to my wifi network.  I do not see any description on any dimmable bulb packages that the bulbs are TRIAC. How do you find them????
