Standby Power Draw, & Can it run a Program?

1) I found an amazon product review that says that smart plug product draws 0.3W when anything plugged in is "off" and 0.8W when something is plugged in & "on".
a) is that accurate?
b) which number applies if the end use item (eg. lamp) is switched "on", but the smart switch is interrupting power / turning it off?
2) We'd like to be able to turn on a towel warmer and let it run for 2 hours, and have it automatically turn off. I think I read that this can be done from the app. Can this "program" be downloaded into the plug so that we can press a little button on the plug and have it run that program locally?
3) Specifications say up to 15A and 1800W. If a towel warmer is 300 W - 600W, that works with the design specifications, correct?
