Is a Kasa energy monitor smart plug (KP125 or similar) able to perform an action based on its real-time energy draw?

Specifically, is it able to perform this smart action:

if the real-time energy draw is >10 watts

do nothing

else {

turn the plug OFF (even if it's already off)

wait 3 seconds

turn the plug ON

}

If no, is there a similar product that can do this?
