How can I buy the iCloud settings where I can go to my notifications and see what was recorded? I have the notifications but it doesn't show me what went on at that specific time? It just goes back to the live view

It's not iCloud. You are referring to Cloud storage, and you actually have 3 options for storage on your cameras
Option 1: Local Storage. Your camera can accept a MicroSD memory card. Once inserted and formated your camera will record to this memory card. There is no monthly/yearly fee with this option.
Option 2: TapoCare (through app). TapoCare is the cloud subscription storage service you were referring to. Open the App, tap on your profile icon at the upper left side of the screen, tap on TapoCare, and follow the prompts. Once subscribed, make sure to add the camera(s) to the service.
Option 3: TapoCare (website). Same as Option 2 but you subscribe through the website. This option lets you pay via a credit card or PayPal.
Once you choose your option to view recordings open the camera and choose Playback and Downloads under the live view.
