I also have this modem and when I try to connect from other network, it is ok but when I try to connect from local network using the public ip, it isn't working.

Is the model TD-W9960 V1? Please ensure it is running the latest firmware.
BTW, is there a reason why you need to access it via public IP locally?

Yes I have this modem. My firmware version is: 1.6.0 0.8.0 v007c.0 Build 190509 Rel.34459n. I need it because I want to test if it is working and also because I have API and I am making library for it and I don't want to have two versions of the library.
