I've noticed others with this problem.  The lights dimmed fully when not connected to wifi, but when connected they only dim to about 50% max.  I did the calibration and have the latest firmware.  The bulbs are Ikea Intertek LED1550G9 E26 8.6w spotlights.  Right now I have it disconnected from wifi in order to dim sufficiently, but this defeats the purpose of the smart switch.  I don't want to return it because it took some work to install.

What is the current hardware and firmware version of the HS220?

 

Could you please show us a short video of the current issue so that we can have a better understanding.

I switched the bulbs to incandescents, which fixed the problem.  The switch now dims fully.  Incandescent bulbs are being phased out or made illegal, so it’s not a permanent solution.

I couldn't find that model number online, but I did notice that some of the ikea led bulbs are not dimmable.

These are dimmable.  They worked much better with the analog dimmer switch installed previously.  I swapped them out with other dimmable LEDs and got the same result.
