I can't find time restriction or parental control in the router panel. Where have they gone?!

The TD-W8961N v3 doesn't support Parental Control feature, may I know where did you see it supports that? It only supports ACL, you may check if it can help resolve your concern:

What do you mean time restriction? Does it refer to Wireless Schedule feature? It doesn't support that.
