Did you follow this guide but failed? Please check what is the hardware version and firmware version for both modems, you may check if there is a new firmware on the official website then.
However, if you still cannot connect them wirelessly, you may configure the W8951ND into an access point, and connect it to the main W8961N with an Ethernet cable to extend the network. You may refer to this video: https://youtu.be/Cg_gGECGLiY.
