DSL light not stablising and internet not connecting

I just bought an Archer VR2100 for Australian NBN. I'm following the set up instructions but the DSL LED is not stabilising. I've tried to continue with set up but it's not connecting to the internet.

Hi, At the back of the Archer VR2100, which port is connected to the NBN, the DSL port, or the WAN/LAN port?
--If it is the LAN/WAN port, the DSL would not lit up;
--if it is the DSL port, please refer to the following suggestions:
1. reset the VR2100 by holding the reset pinhole for 10s;
2. remove the DSL splitter if there is any;
3. change a new DSL cable;

Hi
Yes, connecting via DSL without any phone splitter. I tried resetting (holding until lights flash) and using DSL cable of existing modem and the DSL light is still not stable. I also reset after using existing DSL cable.
Any other suggestions? I think the modem is faulty as this hasn't worked.

Hi, May I know the NBN internet service provider, like Plusnet or Telstra?
Since you mentioned that the DSL Light is not stable, is it blinking all the time, or sometimes on then off?
And how long have you had the modem by the way?
Have you logged into the web UI>advanced>status>DSL info and what is the DSL status here?

I'm with Exetel. It flashes on and off, then is off for a bit and then flashes on and off again.
I bought it yesterday and haven't been able to connect to the internet. I tried to continue to follow the set up instructions even with the blinking DSL and the tether app said the modem wasn't connected to the internet.
