What could be the possible reasons for Google Home's inability to locate or connect with a TP-Link Tapo Smart Plug, and what steps can be taken to troubleshoot this issue?

I've got a Tapo P100 plug working with Google.  Press -> Google Home -> Settings -> Works with Google. Have you got Tapo listed as a "linked service"?

If so, is there 1 device listed?
