Please check what are IP addresses of these two devices?So that we can confirm whether the IP addresses obtained by these two devices are normal?

Here are some suggestions you can try:

1. Please connect the Ethernet cable from your modem or internet service provider to the Router's WAN port. 
2. Check if the router has configured a parental control profile and remove the device from the profile.
3. For wired devices:
1) Connect the device to other LAN ports instead of the IPTV port you configured//set up earlier on the router.
2) Change the Ethernet cable.
3) Switch to another LAN port on the router or the device.
3. For wireless devices:
1) Enable the guest network and connect the device to the guest network.
2) Enable a hotspot Wi-Fi on a phone and connect the device to the hotspot WI-FI. Please reach out the device support if this doesn't work.

5. Reset the device to factory default settings.

Thanks for the prompt response.

On an early morning hour (Eastern Time, Canada) a solution was found:

1. Produce a "Back Up" copy of the router settings, just in case it was needed later
2. Conduct a "Factory Default Restore" process by clicking the green "Restore" button.

After resetting the router, a configuration for "Internet Connection Type: PPPoE" was done. For those in Canada, that configuration worked for Bell Ontario. Everything else related to the internet and network settings were left as is. The Wireless network setting needed a basic setup of course but that was easy.

Result: all devices were able to connect to internet.

Afterwards, the following configurations were modified, one step at a time, to ensure no device would struggle afterwards:

• Router LAN IP address, which is also the gateway IP address for home devices
• Change DCHP IP range
• Change DNS IP addresses

That's it.

It is likely the router was just buggy or not reliable enough to accept changes entered and apply it correctly after giving the router a hard restart. Something off was left behind which prevented a couple of wireless devices from connecting to the internet, despite stripping down the network / security / wireless settings downt to default values. This is a new TP-Link router, bought from Amazon Canada. The expectation was higher but let's see.
