inreceived a Zyxel 6501 router from our ISP and because of connectivity I bought a 3 pack deco m4 mesh system. This was advised by our broadband provider and is exactly what our neighbours have. 
 

I seem to have set it up and created a new WiFi network. The main deco is plugged into the ISP's router and the other 2 are connected to the main deco via WiFi. 
 

both WiFi networks are there but the speed is massively down. The ISP says the speed they see is 200ish mbps but I am seeing perhaps 2-5mbps when more more than 10 feet away from the main router. 
 

could the two networks be interfering with each other? Do I just need to turn off WiFi on the ISP's router? Or do I need to make additional changes in settings?

How much speed do you get when you are connected to the Wi-Fi network of the Zyxel router?

The ISP gets about 200. I get this when I am in close proximity to the router but literally the next room and it drops to hardly anything.

Ok. If one wall causes the speed to drop to almost nothing, then there might be something special about the walls of your building.
Did you previously have another Wi-Fi setup that worked fine in the same environment? (I mean before you got the Zyxel and the Deco's)

 

There is no reason to believe the Deco's Wi-Fi would fare better in penetrating walls than the Zyxel router. 
Are the neighbours you mentioned living in the same building as you or in a separate house next to yours?

 

To rule out a problem with the connection between the Zyxel and the Deco that is plugged into the Zyxel you might want to perform following test:
- Unplug the power adapters of both the Deco's that are connected wirelessly and only leave the wired Deco powered on. 
- Then connect to the Wi-Fi network of the Deco and run a speed test while standing right next to it. 
- Check whether you get about 200 Mbps.

That’s helpful. I will try that. With our previous ISP (bt and running a single disc as extender) we got their advertised speed of about 70mbps. Not sure why it’s barely a fraction of that when I move away. I figured out walls haven’t changed obviously but perhaps the two networks interfere with each other a lot. I’ll try your suggestion.

In case you have the Zyxel router and the main Deco placed literally side by side, then you should probably better switch the Zyxel's Wi-Fi off.

 

Other than that, a Wi-Fi network that is just "there" but not actually being used by anyone shouldn't be a problem.
