I cannot get it to work properly. Occassionally it works (Maybe about 5% of the times I try)
And even when it works the download speed is only 700KB - 8 MB whereas it is 90 MB when connected directly.

the device that was previously working isn't from TP, I bought the mentioned TP device and am trying to get the new device to work. Not the 7 year old device

Did you test the powerline rate? For more details, please refer to this FAQ: How to Verify the Actual Powerline Rate of the Powerline Adapters
If the powerline rate is not ideal, it may not be suitable for your environment. Alternatively, to rule out a problem with a specific device rather than a specific model, it is recommended that you and the retailer replace a new set of devices and test the network again.
