I just purchased a different solar panel from TP Link, beware of the connector port, I got one that wasn't USB C, so I had to also get and adapter. But it charges faster, it's a bit bigger, and is functioning right for the past two months... The other is "trash" and place on my kids play house, it produces no current whatsoever...

Given the comparison test results, for the solar panel that cannot charge, I recommend contacting the retailer or local support for a replacement.
