Just installing the bluetooth part of the adapter as wifi is working. Checked the event viewer and system logs:

Info - Windows cannot store bluetooth authentication codes (link keys) on the local adapter.
Warning - the local adapter does not support reading the encryption key size for a connected device.
Error - the local bluetooth adapter has failed in an undetermined manner and will not be used. the driver has been unloaded.
 

Device manager flashes and refreshes twice a second.

  @Purps this issue escalated into regular WHEA bsods. but only when the cable from the adapter to the f-usb header on the motherboard was plugged in (didn't matter if the driver was or wasn't installed, if the onboard bluetooth was disabled in bios, and so on). 

 

I resolved this issue with the help of support chat. the fix was to move to a different pci-e slot on the motherboard (from the 1x to the bottom slot), this stopped errors about conflicts.

The board is an Asus B550-XE (rog extreme). most b550 rog strix motherboards are incredibly similar so this would probably apply to them, if not many other motherboards. if only I still had irq switches on my modern motherboard laugh
