Arrival + Effective time
Effective time 16:00 - 22:00

When: Arrive
Then turn on device
Seems like Arrive trigger (home) overwrites the effective time that I have set.
Since the lights turns on no matter what time I arrive home.

Try to edit the automation, set a different effective time > save, then change it back to the needed one. Or, create a new automation, check whether the same thing still occurs.
Do you have another automation using the Leave (geo-fencing) trigger? Does it work as expected?

Had forgotten I experimented with using the Home/Away triggers in Google Home app.
Haven't bother testing it at the moment (getting late) But turning them off ought to fix my issue.
