Same bug from other models it seems

Toggle it on, save. After reboot it shows toggle is still off.

May I know the firmware version of your router?

 

The 'reboot' you mentioned means rebooting the router or re-login the Tether App?

What if you set MU-MIMO via the Web interface? 

1. Go to Advanced > Wireless > Wireless Settings.

2. Enable OFDMA+MU-MIMO or OFDMA only.
