I want to set up with router to block some sites. When I set access control to block a specific website ( do all steps host, target and rule ) and save it. 

Actual behavior: It blocks all website instead of the target websites

What can I do now?

As you mentioned, after you finished the access control settings, the specific device can only visit the target(s) within the scheduled time period. That is why you figured out all other websites are blocked except the target websites. 

 

It seems that the router supports whitelist only, you can enter the websites allowed to access for the specific hosts manually to give it a shot.
