Initial set up problem - router has all three lights on - internet, wifi and power. Router not appearing in list of devices to link to on phone and laptop.

I see that the device you are using is the TL-MR6400. This device is not sold in the United States, and this is the United States Support Forum. I would recommend accessing the forum for the country or region in which you purchased the device and then ensuring that you are on the correct version of the site by confirming the country code after the "com" in the web address. Hi, If possible, please connect a laptop to the router via Ethernet cable and login its web interface via tplinkmodem.net, then please check the WiFi settings including SSID, also check if the SSID is hidden, if not, please try to change the SSID.

 

Or you could also try to press and hold the reset button until power LED starts flashing to reset the device to factory default settings, then check if you are able to see the default TP-Link WiFi.
