With regard to the product user guide, there is Bandwidth Control setting on the router web GUI, please check if you can configure it:

Please be aware that this WR850N is a customized version for Service Providers in the local market, which means the firmware of the router might be self-designed by your ISP, so the specific setting might be removed by your ISP if it is not available. We suggest you contact your ISP to check if there is any limitation on the firmware.
