I'm trying to set up a new Wi-Fi Extender, but the TP-Link_Exender network is not visible on any devices(multiple phones, laptops & tablets).

If you can not see range extender brocasts default SSID like TP-link Range extender XX or Extender XX, try to do a factory reset for the extender.
Then follow guide here to reconfigure your extender.
