@David-TP The problem is solved. I set up a new network. Settings in the Deco app now save.

Unable to save changes to any new or changed setting in the TP-Link app. See the attached screenshots to see the issues. Is there a bug in the app or my account?

Yes the failed to save error appeared after the last update. Good to know the network security is running even though the APP says otherwise.
