I'm getting a new Android phone, and I'm wondering whether I'm going to have to setup the smart plugs and switches all over again. It would seem to make sense that more than one phone could access the account, but I'm just not sure. Any info would be appreciated.

Yes, this is already supported on the Kasa app, you can log in with the same TP-Link cloud account on different phones so your families or friends can also use their phones to control the Kasa smart devices which are bound to your cloud account.
